One-Stop Career Center System was established under the Workforce Investment Act ((WIA) of 1998 (P.L. 105-220), through which, under the Department of Labor (DOL), various federally funded education and training and social programs are cohesively coordinated at the One-Stop Center to provide students, job seekers and employers up-to-date information and referrals. Our basic focus is meeting Guam’s employers’ needs for job-ready, competent skilled workers, and addressing the needs of Guam’s individual citizens through training, education and employment. The first calls went out July 15, and the voices at the other end of the line all were Pakistani.

But Fort Worth startup Touchstone Communications Inc. is betting most of the recipients back in the United States didn't have a clue.

"It's kind of like hiring people in the United States 30 years ago," says Tom Slone, who retired from his post as the top consumer executive of former Las Colinas-based Associates First Capital Inc. and launched Touchstone 18 months ago. "We are creating jobs that have a high turnover in the United States. These people have a smile in their voice. Some of them were educated here and went back for their culture."

Touchstone has opened a 50-person call center in Islamabad, the Pakistani capital, with plans to grow to 75 employees by month's end. A staff of seven runs the headquarters at 515 Houston St., in a downtown Fort Worth building owned by Farukh Aslam, Touchstone's vice president of finance and infrastructure.

Aslam, who holds dual citizenship in Pakistan and the United States, pointed the management team toward Pakistan after it drafted a business plan that focused offshore. Slone, Touchstone's president, Carl Caruso, Mike Meyer, vice president of business development, and Aslam together own 62% of the private company.

Slone said the four managed to raise $4 million in a reluctant equity market because of a business plan framed around the efficiencies of using a well-educated, inexpensive Pakistani work force.

The key to attracting investors was the depth of the management team. Slone managed a $33 billion portfolio for Associates First Capital. Caruso ran the company's oil credit-card unit. Meyer founded Dallas marketing firm Meyer & Johnson, which, among other things, helped create Travelocity.

Slone and Aslam have agreed not to take salaries until Touchstone turns a profit. Slone said the Pakistani model should make that happen by next year.

A landscape article published recently by the Voice of America talks about the effects of increased outsourcing and offshoring on countries like Pakistan. Part of their research was conducted in Karachi and some quotes from call center employees based there have been included in the piece. The bottom line is that the rapid growth of IT BPO and offshore software development have drastically increased earning potential and have changed the lives of tens of thousands of families in Pakistan. The effects are not limited to natives of the large cities, as any manager in a Software or Telcom company will tell you. There is typically a large percentage of employees who have come from smaller towns.

Once major infrastructure development projects currently in progress in secondary cities like Faisalabad and Hyderabad are completed, the footprint of tech companies in the country will widen considerably and the IT workforce from smaller towns will have additional - closer - destinations for fast-growth careers.

The quote I particularly liked from the VoA article was one that referenced a Karachi based call center worker:

“It improves my language skills, it improves my sales skills, it improves my confidence and all that. It gives you experience how to work, how to deal with people,” Ahsan Saeed, a young call center worker in Karachi, Pakistan.

The key thing to note here is that its not just about the increased wages, but also the personal growth that these opportunities are providing. They are preparing people like Ahsan to operate seamlessly in an increasingly globalized world. When additional changes occur an dnew opportunities present themselves, Ahsan and tens of thousands like him, will be prepared to grab the bull by the horns.

At another point in the article, the author, Bill Rogers, highlights the broader picture, confirming the poverty alleviation effects of the IT and BPO industries:

Advances in communications technologies have spurred the growth of so-called call centers, centralized offices where most of the phone calls for a particular business can be answered. These centers, often located in countries like India or Pakistan, where wages are relatively low, serve both domestic and international markets and have contributed to economic growth by providing well-paid jobs and new skills to workers who otherwise might not have had such opportunities.

Telenor Pakistan has completed all preparations for implementation of verification based SIM activation regime. Chairman PTA, Dr. Mohammad Yaseen visited Telenor Pakistan’s Call Center in Lahore today to witness the process and see the state of the art purpose built system in action.

Sale of pre-activated SIMs shall be stopped by January 31, 2009, thereafter verification of Computerized National Identity Card (CNIC) & activation of SIMs shall only be done through respective mobile company call centers.

For the purpose, Telenor Pakistan arranged 116 trade conventions nationwide, to educate its retailers regarding new verification based SIM activation regime. These conventions emphasized the need for proper registration of SIMs and formal documentation for existing and new connections as per the PTA and Government policies. A total of 30,000 retailers participated in these conventions.
During his visit Chairman PTA Dr. Mohammad Yaseen lauded Telenor Pakistan’s efforts toward implementation of new regime. He also praised Telenor Pakistan and its business partners for setting up an efficient system to ensure timely verification. He also spoke about the policy and action plans of PTA towards implementation of post activated SIMs.

Receiving PTA guests at the Telenor Call Center, Executive Vice President (EVP) Corporate Affairs Telenor Pakistan Irfan Wahab Khan said, “We are proud of the fact that Telenor Pakistan is the first operator to implement new post activation regime. We have made heavy investment in to this system which has created 300 new employment opportunities. An awareness campaign for the new regime is also underway. We have carried out trainings for retailers to ensure implementation at every level.”
